Moved moment-timezone to devDependencies.

Maciej Lenartowicz requested to merge moment-timezone into dev

moment-timezone is used only to mock timezone in tests so should be a development dependency.

As a result, we have to keep moment-timezone in devDependencies of each project using Foris JS but I believe that "explicit is better than implicit".
