turris-webapps-json-cgi: refactor and change order

This is full script refactor as well as change of order of fields. It now prefers new json format over old plain one.

This adds dependency on coreutils-paste and because of 'set -e' requires /etc/config/webapps in system always.

Indirectly moving reForis to first place (#12 (closed)).
