Our package repositories for Fedora & EL aren't very useful, since we
keep up-to-date packages in downstream. They're delayed only by
downstream gating, which users can get around by using the appropriate
testing repositories.

This change was also prompted by lack of proper OBS buildroot for EL8
which lacks the needed powertools repo with libuv-devel.
