persistent timers: zone doesn't expire when the server is down

Conditions:

• Knot configured as a slave
• master server is running
• slave fetches the zone from master
• slave is turned off
• zone expires
• slave is turned on

Result:

• the zone is loaded

Expected result:

• the zone is not loaded as it is expired
