I chose the simplicity of adding the chosen allocator just
in the single binary.  Other sbin/* don't matter really,
and dynamic libs (e.g. modules) will just follow whoever loaded them.

These files did not have GNU GPL v3 boilderplate in them so
I've added machine readable tag with appropriate license.

Most users probably aren't much interested in slight reduction of CPU
usage, and we want to give it some more testing before enabling.

This reverts commit c3a754dd, reversing
changes made to 06d01bf0.

I've have accidentally merged incorrect branch, let's try to fix that by
reverting incorrect version of GC and merging the correct one.
