Clarify contributing

It seems forking of this repo is disabled, and PRs are closed. Is this indended?

If so, could you add a CONTRIBUTING.md explaining how to send contributions?

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information

I apologize for the difficulties of contributing.

The issue is there is an administrative policy not to allow forking by default for new users. We (developers) are trying to change that, but with no success so far.

Creating CONTRIBUTING.md is a good suggestion to save people the headaches of figuring this out.
