server selection: collect and use TCP connection information

I'm either blind or it is not used anywhere. Can you point me to the place where it gets used, please?
tcp_waiting and tcp_connected and respective function and its calls have been commented out (in 6ef74faf) until we use this information in the server selection process.
This will ultimately be related to #629 for example.
