GitLab now enforces expiry dates on tokens that originally had no set expiration date. Those tokens were given an expiration date of one year later. Please review your personal access tokens, project access tokens, and group access tokens to ensure you are aware of upcoming expirations. Administrators of GitLab can find more information on how to identify and mitigate interruption in our documentation.

provide upstream sysusers file
- use it for declarative user/group specification in Arch
- omit using it in deb/rpm for the moment (to support older distros)
more PKGBUILD cleanup, get rid of install script
use better permissions for /etc/knot-resolver in rpm - conform with deb and arch (root:root 0755)
revert tmpfiles back to knot-resolver:knot-resolver, since we fixed issue mentioned in f0045fed (we no longer drop capabilities as root)
