meson: update to version 0.49

Turris and all distros should be fine, except Leap 15.1 which is EOL in a month.

Ubuntu 16.04, 18.04 and Debian 9 require our knot-resolver-build repo anyway, which has meson 0.49.

I'd probably prefer to defer using the new features after 5.2.0, unless there's some motivation to hurry with them (but do bump the meson_version).

Packaging tested, everything looks as expected.

The only new meson feature in this MR is in our CI script, so I think that should be fine.
