The idea of this MR is to remove unnecessary and unused things from the manager directory.

A new chapter with development guides has been added to the documentation.

Feel free to suggest other things that could be removed.

So far, this is looking good to me.

I would also suggest possibly melding manager/README.md into the dev documentation, and removing it. The first paragraph and the Packaging section could also go into the root README.md.
