distro/rpm: make spec centos8 compatible

lua5.1-http and its lua5.1-lpeg-patterns dependency are the last missing pieces. I'm already working on getting those in EPEL8. It doesn't block this MR.

libuv-devel is avaiable in CentOS 8 Devel repo. I was able to get a successful build with this spec. Basic sanity checks were ok.
