CI: add AlmaLinux 9 image and jobs 

Move EL (centos, rocky, alma) jobs bellow fedora for better file
structure.

Remove hard dep on python3-blessings in RPM because it's not
available from EPEL 9. apkg can run fine without it, just no colors.
