RFE: apt-get update before calling apt-get install
If apt cache is purged/emtpy (happens regularly in fresh container), the build-dep command will fail with a message that isn't very user-friendly:
The following packages have unmet dependencies:
command line argument : Depends: libcmocka-dev (>= 1.0.0) but it is not installable
Depends: libluajit-5.1-dev but it is not installable
Depends: libuv1-dev but it is not installable
Depends: luajit but it is not installable
Depends: meson (>= 0.49) but it is not installable
Depends: doxygen but it is not installable
Depends: python3-breathe but it is not installable
Depends: python3-sphinx-rtd-theme but it is not installable
Depends: texinfo but it is not installable
Depends: libssl-dev but it is not installable

Would it make sense to run apt-get update
in debian-based distros to avoid this issue?
