GitLab now enforces expiry dates on tokens that originally had no set expiration date. Those tokens were given an expiration date of one year later. Please review your personal access tokens, project access tokens, and group access tokens to ensure you are aware of upcoming expirations. Administrators of GitLab can find more information on how to identify and mitigate interruption in our documentation.

Simple compatibility wrapper to simulate user-notify scripts behaviour.

Note:

these scripts could be placed into it's own sub-package (notifylib.legacy), however I expect that they will be remove from code anyway sooner or later, so I think that's not big deal
it isn't 100 % compatible with old scripts behaviour:
- support for secondary language is dropped, only English is returned
- sending notification via email is not implemented yet
