patches/openwrt: uboot-mvebu: Bump to 2024.10-rc3 and add patches

Bump mvebu U-Boot to 2024.10-rc3 and add pending patches that allow the
user to change DDR speed mode with factory reset button (reset no. 10).

Some boards may experience random crashes with new U-Boot (due to new
DDR training algorithm) in the default DDR speed mode. These users will
be able to overcome this issue with reset button.
