This adds several backports from 5.16, 5.17, 5.18 and 5.19, and then
adds WIP patches that add support for Turris SFP.

Drop the "net: add ndo for setting the iflink propert" from Omnia kernel
support.

This was needed on 5.4 for configuring CPU upstream ports for multi-CPU
DSA. This is going to be done differently in upstream kernel, and since
multi-CPU DSA is not backported for 5.15 yet, we don't need it now.

This is the security update for DNS resolvers

Files in conf directory has to have extension .conf to be properly
loaded in lighttpd. Changing the extension fixes the problem and makes
php work again on hbl.

This supersedes
[mox-uboot-uboot](https://gitlab.nic.cz/turris/os/packages/-/blob/7b4fff7bc74226ade70ed30693355994c75ec6f0/hardware/mox/mox-uboot-uboot/Makefile)
package, which can be removed and we will use OpenWrt U-boot image
together with the way, how it should be done instead of doing our
variant.

The new version of updater-ng needs base64c. The easiest way is to
install base64c to the system to correctly work with it and thus this is
what it does.

This makes Gitlab CI docker image update part of the CI run and thus in
sync with Dockerfile in repository.

syncthing uses quic-go which warns about insufficient buffer size, so let's increase it:
failed to sufficiently increase receive buffer size (was: 176 kiB, wanted: 2048 kiB, got: 352 kiB). See https://github.com/lucas-clemente/quic-go/wiki/UDP-Receive-Buffer-Size for details.

Before this patch applied on Turris 1.1:

This fixes compilation with uboot-mpc85xx

This patch doesn't seem to work as it should and randomly includes
directories in the file list which makes some installations print a
warning:

    %: opkg install xinetd
    //usr/lib/opkg/info/xinetd.postinst: line 261: /etc/init.d/: Permission denied

doing that, we need to send Turris 1.x support patch for it.
