This reverts commit 25d090d9.

This is required because kmods are not correctly updated. This is
because when kmod is check if it should be upgraded the check works only
with version and because packages has same version localy as on server
the upgrade is skipped. We need kmod to change its version so it would
be reinstalled.

Those kernel options are overriden in mvebu/cortex-a53, so setting it via patch.

This commit improves code for service enablement and restart in
base-files package. This is same code as in
628b25a6

The format of feeds.conf slightly changed in incompatible way so this
patch no longer applies. We should modify extension for getting subset
to fit with new format.

We are not using this feature at the moment so we can drop it for time
being.

There was an invalid dependency. Correct one is without CONFIG_ prefix.

There seems to be a dependency on kernel package with magic in it so we
do not have to append magic to kmods as well.

There were two patches in patches/openwrt/to-upstream directory that
were fixes of hack patch. Those of course should not be send to upstream
and should be part of that specific patch. This commit merges those
patches to that patch.
