There is a lot of foris specific packages now. Moving them to dedicated
directory cleans whole packages list and seems to be common approach in
upstream.

This also tries to fix netboot makefiles.

Upstream has its own version so let's hope that it compiles because ours
does not.

It does not compile so why do we have it. It is also no longer
developed.

This package seems to not be used anywhere. nfs-utils were dropped and
are now maintained by uptream so this should not be in our repository.

I have no idea what those are supposte to be but I feel like build fails
on them. Most of the Python upstream packages have them but build
reports them as invalid and does not build probably.

This is more appropriate name and is propagated trough updater up to
Foris now so this was only place where is was still called userlist
primarily and not pkglist.

Kittens were specified invalidly as stable. Those should have been
turtles.

This reverts commit 45945dff.

Upstream does not have it but we use it so we have to have it.

Updater support run from relative root and UCI can be pointet to
non-standard configuration directory. Together with those two features
we can use UCI even if we run updater relative to non-default root.
