Draft: Create minipot library and split minipots to multiple binaries

This is proof of concept solution of minipot library with only HTTP minipot implemented demonstrating the library usage. There are missing unit tests, but integration tests passed so I am going to implememnt unit tests after the library and its API is going to be accepted. There are also missing the library version script and up to date README and related documentation.
