Contributing: pull requests: add email, where to send patches

Josef Schlehofer requested to merge add-email-to-contributing into master

I was thinking that there should be something like git send-email, but that's too much, I guess. We should have a simple way for contributing and that's GitLab, though even users needs to ask us to increase their project limits to be able to fork repositories. Then there is a possibility to use GitHub, but we don't mirror everything.
