Perform the excessive size (junk at the end of the packet) only in strict_mode

Well, we don't really use -DSTRICT_MODE anywhere AFAIK, and I find it rather confusingly reminiscent of mode('strict').

That's true, but let's open the discussion whether to drop STRICT_MODE or not post-1.2.0. I am in favor of dropping it as well.

@vcunat So if you close your eyes about STRICT_MODE for a moment, do you think this could be merged?
