force firewall reload after adding new vpn client

Traffic via newly added client won't pass through until firewall is restarted. Unfortunately it isn't triggered by network reload, so we have to make sure it happens.

Restarting firewall after removal of client on the other hand seems to work fine and it is triggered by network reload.
